When comparing a new vs resale condo in Phuket, the purchase price, rental potential and future resale prospects matter more than the age of the building. In 2026, substantial unsold inventory and increasing competition between developments make these factors especially important.
Off-plan condominiums attract buyers with modern designs, resort-style facilities and staged payment plans. Resale condos offer something different: an existing property that can be inspected, established building management and, in some cases, greater negotiating opportunities.
For foreign buyers, the real question is not simply new or resale condo in Phuket? It is which property offers the best balance of acquisition cost, ownership security, rental performance and long-term value.
1. Phuket’s Condo Market in 2026: Why Buyers Have More Negotiating Power
The Phuket condominium market has changed significantly following several years of intensive development.
According to CBRE’s Phuket Overall Figures H1 2026, published on August 20, 2026, new condominium project launches increased by 44.8% compared with the second half of 2025.
However, only three projects comprising 1,196 units were completed during the first half of 2026, a 56.8% decline from the preceding six months. Several developments experienced delays or were not ready for handover.
The findings of Krungsri Research’s Phuket Housing Industry Outlook, published in August 2026, are particularly revealing:
- Condominium sales reported in its residential-development market data fell by 60.1% in 2025, compared with 2024, reaching 4,758 units.
- Unsold condominium inventory increased by 36.2%, reaching 12,346 units at the end of 2025.
- The value of unsold condominiums reached approximately THB 112 billion.
These figures should not be interpreted as a 60.1% decline in every Phuket condominium transaction, including private resales. They principally illustrate the sales slowdown and inventory pressure affecting residential developments.
In fact, Krungsri separately reported an 18.3% increase in foreign condominium ownership transfers in Phuket during 2025. This distinction matters: developer sales, ownership transfers and private resales are different market indicators.
For buyers, the growing volume of competing inventory creates opportunities to compare developments, negotiate more carefully and avoid paying excessive premiums for newly launched projects.
For sellers, it makes realistic pricing increasingly important.
A prime beachfront condominium with genuine scarcity is not directly comparable to a standardized unit in a large inland development. Phuket remains a collection of different property markets, not one uniform investment environment.
2. New vs Resale Condo in Phuket: Understanding the Differences
A newly built condominium and an off-plan condominium should not be treated as identical investments.
An off-plan condo is purchased before completion, sometimes before construction begins. Buyers normally make payments in stages according to their purchase agreement, with the remaining balance due at specified milestones or transfer.
A completed new condo can be inspected before purchase. The building exists, although its management history, maintenance costs and actual rental performance may still be limited.
A resale condo has previously been owned. Buyers can examine the apartment, assess the condition of the building, investigate the condominium juristic person and sometimes review documented rental income.
| Investment factor | New / off-plan condo | Resale condo |
|---|---|---|
| Purchase price | Developer pricing and incentives | Negotiable with owner |
| Physical inspection | Limited until completion | Existing unit can be inspected |
| Payment structure | Often staged for off-plan | Usually settled at transfer |
| Construction risk | Higher for off-plan | Generally lower |
| Rental income | After completion | Potentially immediate |
| Operating history | Limited or unavailable | May be verifiable |
| Maintenance | Newer equipment | Age-related repairs possible |
| Resale competition | Other developer units and future projects | Existing and new developments |
Neither option is automatically superior. The appropriate choice depends on the buyer’s investment objectives, property condition, entry price and intended holding period.
3. New vs Resale Condo Prices in Phuket: What Are You Really Paying?
One common mistake is comparing two condominiums purely by their advertised price per square metre.
A newly launched project may command a premium because of its design, facilities, location or brand. However, that premium must translate into a tangible benefit for the buyer.
A resale apartment may offer more living space for the same budget, particularly in developments built before the recent wave of compact resort-style units.
Consider two hypothetical 40 sqm condominiums in comparable Phuket locations.
| Acquisition cost | New condo | Resale condo |
|---|---|---|
| Purchase price | THB 5,400,000 | THB 4,400,000 |
| Price per sqm | THB 135,000 | THB 110,000 |
| Furnishing / initial improvements | THB 250,000 | THB 400,000 |
| Estimated acquisition expenses | THB 150,000 | THB 150,000 |
| Total investment | THB 5,800,000 | THB 4,950,000 |
The resale condominium requires THB 850,000 less capital in this example.
That difference could finance future maintenance, reduce investment exposure or improve returns.
Nevertheless, a lower entry price is not enough to establish better long-term value.
An older building may require substantial repairs, while a modern residence could command higher rents or appeal to a broader future buyer pool.
These figures are illustrative, not Phuket market averages or quotations for actual properties. Acquisition expenses vary according to the transaction, applicable taxes and contractual allocation of costs.
The Payment Schedule Advantage of Off-Plan Property
Off-plan purchases have one important financial advantage: the total purchase price is not necessarily paid upfront.
A buyer may pay a reservation deposit and construction-stage instalments before settling the balance at completion.
This reduces the amount of capital committed during the early stages, although it introduces construction and developer risk.
A proper comparison should therefore account for payment timing, the opportunity cost of each instalment and when rental income can begin. For serious investment analysis, a cash-flow model or internal rate of return calculation is more informative than comparing headline yields alone.
4. Rental Yield: Why a Cheaper Resale Condo Can Outperform
Rental returns depend on the purchase price, achievable rent, occupancy, operating expenses and management quality.
A new condominium may generate higher rental income because of its facilities and modern design. However, the premium paid to acquire it can offset that advantage.
Using the previous example:
| Rental performance | New condo | Resale condo |
|---|---|---|
| Total investment | THB 5,800,000 | THB 4,950,000 |
| Estimated annual rent collected | THB 300,000 | THB 285,000 |
| Estimated annual operating expenses | THB 115,000 | THB 110,000 |
| Net operating income | THB 185,000 | THB 175,000 |
| Net operating yield | 3.19% | 3.54% |
The resale condo generates slightly less income but offers a higher initial operating yield because its acquisition cost is lower.
These calculations assume both properties are completed and available for rental. They exclude personal income taxes, financing, changes in property value and eventual selling costs. They are illustrative scenarios, not rental forecasts.
What About Depreciation and Building Age?
The resale advantage can narrow considerably if major repairs become necessary.
If the resale owner subsequently faces THB 300,000 in additional capital expenditure, total invested capital increases to THB 5.25 million. Assuming annual net operating income remains unchanged, the yield on that larger capital base falls to approximately 3.33%.
The timing of those expenditures also affects the investor’s actual return.
This is why a resale purchase should include a review of the sinking fund, condominium accounts, lift maintenance, waterproofing, facade condition and any planned special assessments.
Likewise, the future resale value of a new condominium should not be assumed to remain at its original developer price.

5. The Biggest Risk With Off-Plan Condos: Buying the Promise
Off-plan developments can provide attractive entry opportunities, particularly when purchased from reputable developers at competitive prices.
The difficulty is that buyers must assess a property that does not yet exist in its final form.
Developer brochures, architectural renderings and guaranteed-yield projections cannot substitute for independent verification.
Before committing significant funds, buyers should investigate the developer’s delivery history, financial and legal standing, land title, registered encumbrances, construction permits and environmental approvals where applicable.
The purchase agreement also deserves particular attention. Payment milestones, delivery deadlines, penalties, refund conditions and specifications of the finished apartment must be clearly documented.
A low initial deposit should not distract from the total contractual exposure.
Guaranteed Rental Returns: Read the Conditions
Some off-plan developments advertise guaranteed rental returns for several years.
However, an advertised 7% or 8% return does not necessarily mean the investor will receive that amount as a net return on total invested capital.
Buyers should establish whether the guarantee is calculated on the purchase price, what expenses are excluded, which legal entity provides the guarantee and whether that entity has sufficient financial resources to honour its obligations.
They should also consider what happens when the guaranteed period expires.
A temporary rental guarantee does not establish the property’s future market value or resale liquidity.
JFTB’s position: an off-plan discount has little value if the property’s future ownership, construction schedule or completion obligations cannot be verified satisfactorily.
Independent legal due diligence is especially important before accepting a non-refundable commitment.
The full verification framework is explained in our Property Due Diligence in Thailand Guide.
6. The Resale Trap: Competing Against Your Own Developer
One of the most overlooked risks in Phuket involves resale owners competing directly against developers who still hold unsold inventory in the same condominium.
Consider a completed project where the developer continues marketing new units with furniture packages, discounts or promotional transfer arrangements.
An individual owner wishing to resell may offer a similar apartment at a slightly lower asking price.
But if the developer’s effective selling price, after incentives, is more attractive, why would a buyer choose the resale unit?
The owner may have to reduce the price substantially or wait until the remaining developer stock is absorbed.
This is an illustrative market scenario, not a representation of a specific JFTB client transaction.
It illustrates a principle that applies to both off-plan and resale acquisitions: the competition you will face when selling matters as much as the price you pay today.
Before buying a condo, JFTB considers the number of comparable units available in the building, whether the developer is still selling, the pipeline of nearby projects and the property’s distinctive features.
A rare layout, genuine sea view, convenient beach access or established foreign freehold title can support resale appeal. A generic unit with dozens of direct competitors may be much harder to sell.
7. How to Negotiate a Condo Purchase in Phuket
A successful negotiation begins with evidence, not an arbitrary percentage discount.
Negotiating With a Developer
Developers may be willing to discuss the effective purchase price, furniture packages, equipment, selected fees or payment terms.
The available concessions depend on the project’s financial position, sales progress, inventory and commercial policies.
A completed development with unsold units may offer different negotiation opportunities from a popular project in its early sales phase.
Buyers should compare the complete transaction cost, not simply the advertised discount.
Negotiating a Resale Condo
A private seller may be motivated by relocation, unused property, holding costs or a desire to complete a transaction.
However, these circumstances should never be assumed without evidence.
Comparable transactions, competing listings, documented repair costs and realistic rental income provide stronger foundations for an offer.
At JFTB Real Estate Phuket, the purpose of negotiation is not to obtain the largest advertised reduction. It is to reach a defensible purchase price supported by the property’s condition, ownership structure, market alternatives and future resale prospects.
A 5% reduction on an overpriced unit may represent worse value than buying a correctly priced apartment without any discount.
8. Foreign Freehold Ownership: Confirm It Before Paying
Foreign buyers can own qualifying condominium units directly under Thailand’s foreign freehold framework, subject to eligibility and the statutory foreign ownership limit of 49% of the condominium’s total unit area.
However, foreign freehold, Thai freehold and leasehold are not interchangeable.
Before reserving either a new or resale condominium, the buyer should confirm the ownership status, available foreign quota and applicable transfer requirements.
For the detailed legal framework, read Buying a Condo in Phuket as a Foreigner.
9. Can You Legally Rent a Phuket Condo on Airbnb?
Investors should not assume that buying a condominium gives them the right to operate nightly or weekly holiday rentals.
Under Thailand’s Hotel Act framework, accommodation offered for periods shorter than one month, commonly described as under 30 days, may constitute hotel business activity requiring appropriate authorisation.
Thailand’s small-accommodation exemption, covering qualifying establishments with no more than eight rooms and 30 guests, does not apply to individual condominium units.
The Department of Provincial Administration expressly excludes condominium units from its non-hotel accommodation registration procedure.
Monthly or longer rentals are treated differently under the Hotel Act, although condominium regulations and other applicable rules must still be respected.
Foreign owners must also establish whether their proposed operating structure complies with applicable business and immigration requirements.
Before purchasing a condo for tourist rentals, verify the building’s approved use, any relevant hotel authorisation and the condominium’s own regulations.

10. Where Should You Compare New and Resale Condos in Phuket?
The choice depends on the intended tenant or future buyer.
Bang Tao, Cherng Talay and Laguna offer substantial modern development and international lifestyle infrastructure, but future competing supply deserves close examination.
Kamala, Surin, Kata and Karon provide different combinations of established residences, beach access and premium locations.
Patong has a mature condominium market, where building condition, accessibility and rental legality can make a significant difference.
Rawai and Nai Harn may suit buyers targeting longer-stay residents rather than relying entirely on tourist occupancy.
The neighbourhood alone cannot establish investment quality. Two buildings a few hundred metres apart may have very different operating costs, rental demand and resale liquidity.
For the broader acquisition process, including location selection, legal checks and transaction costs, see the JFTB Buying Property in Phuket Guide.
11. JFTB’s Investment Approach: When We Prefer Resale and When We Consider Off-Plan
For buyers primarily seeking rental income, our starting point is to compare completed resale condominiums before committing to an off-plan investment.
This is a screening preference, not a rule that every resale property is a good purchase.
A completed condominium offers more information about rental potential, actual facilities, building quality and operating costs. It also eliminates the uncertainty of waiting for construction before income can begin.
We consider off-plan investments particularly when three conditions are satisfied:
- A credible developer and sound legal documentation. The project’s construction, ownership and contractual risks must be acceptable following independent verification.
- A genuinely competitive acquisition price. The effective cost must compare favourably with suitable completed condominiums, after accounting for quality, location, fees and payment timing.
- A convincing rental or resale strategy. The property should have a credible market beyond launch-period promotional demand, with sufficient differentiation from competing units.
If these conditions cannot be demonstrated, a completed property—or postponing the purchase—may be more sensible.
The reverse is equally true: an aging resale building with weak management, expensive repairs or poor resale prospects should not be purchased simply because its price per square metre appears low.
Since 2013, JFTB Real Estate Phuket has assisted international buyers with independent property selection, market comparison, negotiation and due diligence coordination.
Our objective is to help buyers distinguish a genuinely attractive property from one that is merely attractively marketed.
12. Frequently Asked Questions
Is it cheaper to buy a resale condo in Phuket?
Resale units can offer more space or a lower price per square metre than comparable new developments. However, location, ownership status, building condition and renovation costs can change the comparison substantially.
Is buying an off-plan condo in Phuket safe?
It can be appropriate when the developer, permits, title, contract and payment structure have been properly verified. Nevertheless, off-plan purchases carry construction and delivery risks that completed properties generally avoid.
Which offers better rental returns: new or resale condos?
Neither category consistently produces higher returns. A resale property purchased at a favourable price may outperform a more expensive new condo, while a well-positioned modern development could attract higher rents. Net income, total capital invested and future expenditure determine the result.
Is a guaranteed rental yield from a developer reliable?
A guarantee is only as strong as its contractual terms and the financial capacity of the entity providing it. Investors should establish whether the advertised percentage is gross or net, what costs remain payable and what happens after the guarantee expires.
Can an off-plan condo be resold before completion?
Some purchase agreements permit assignment of contractual rights before completion, subject to developer approval, fees or other restrictions. Buyers should never assume this exit route is available without checking the contract.
Can a resale condo appreciate more than a new development?
Yes, depending on its acquisition price, location, scarcity and future demand. An established condominium in a desirable location can outperform a newer development, but aging buildings and major maintenance expenses may reduce future resale value.
Conclusion: The Best Phuket Condo Is the One That Makes Financial Sense
New developments can offer modern facilities, attractive payment schedules and desirable lifestyle features. Resale condominiums can provide established buildings, immediate availability and opportunities to negotiate below comparable new-build costs.
Neither category guarantees capital appreciation or rental income.
With substantial unsold inventory and growing competition in Phuket, buyers need to be selective about what they purchase and how much they pay.
The strongest condominium investment is not necessarily the newest property or the cheapest listing. It is a property acquired at a justified price, with secure ownership, sustainable operating costs, credible rental demand and a realistic future resale market.
That is the standard against which JFTB Real Estate Phuket believes both new and resale condominiums should be compared.
